IRB Reciprocity

The CTSA regional partners - University of Kansas Medical Center, Children’s Mercy Hospital, Kansas City University of Medicine and Biosciences, St. Luke’s Health System and University of Missouri – Kansas City have entered into an IRB reciprocity agreement.  Typically a research project involving partners from these institutions will only need one IRB review. 

The IRB of record will be selected based upon the factors listed below:

  1. The site where the research procedures pose the greatest degree of risk (for greater than minimal risk studies ONLY)
  2. The site where the majority of research procedures take place
  3. The site from which the majority of the participants will be recruited
  4. The affiliation of the principal investigator
  5. The site that is the recipient of the grant/funding

If you are collaborating on human subjects research with a CTSA partner organization, the following steps apply:

  1. Consult with your home institution to establish the IRB of record.
    1. Identify the collaborating institutions that will need to agree to the reciprocity. 
    2. Identify a local PI at each participating institution.
    3. Local PIs at collaborating institutions will need to Request Reliance on the IRB of Record.

  2. Fulfill the requirements for submission to the IRB of record.  The requirements are found here:

  3. Site Activation: Inform your home institution once you have approval from the IRB of record.  Complete any additional steps at your home institution prior to study initiation.
